The Township of Monroe was formed in the early 1800s. The town was named and after President James Monroe. The town originally included what is now known as Helmetta, Jamesburg, and Spotswood until those areas left to form their own constituencies.
Frequently known in criminal justice circles simply as "Jamesburg", the New Jersey State Home for Boys (which was later renamed the Training School for Boys, and is now called the New Jersey Training School for Boys) opened in 1867, originally as something as a rehabilitation institute in the late 1800s. Its role soon shifted however to a place to incarcerate juvenile delinquents. Boxing great Rubin "Hurricane" Carter was once locked up there.
